Arthur Seymour was born in Marksbury, Somershire, England in March 1832. He arrived in New Zealand in 1851 and settled shortly later in Picton. Only five years after his arrival he began taking a role in community with his appointment as a Justice of the Peace. In 1860 he was returned to the first Provincial Council and elected Superintendant, a position in which he remained until resigning in 1866 after being elected to the Legislative Council in 1865. During this period he became embroiled in bitter disputes with Blenheim over which town should be capital of the province. In attempt to gain greater influence in provincial affairs Seymour resigned from the legislative council to stand for election to the House of Representatives as representative for Wairau. After his successful election 1872, he continued as a member until 1890 when he was elected first Chairman of the Board of Education. In spite of his dedication to Picton, he was finally rejected in favour of the younger, Henry Dodson who beat him in the parlimentary elections. Other positions held by Seymour included; member of the Marlborough Land Board, Mayor of Picton,and Chairman of Commitees for the House of Representitives.

He married the daughter of Nelson businessman Fredrick Huddleston.
